The Capital Development Authority (CDA), Islamabad, invites objections and claims from allottees, transferees and members of Jinnah Town Housing Scheme (NHF-HS), sponsored by M/s National Highway Foundation. The scheme is located in Mouza Kangoota Gujran, Mughal Taraf Kash, Chochkal and Sheikhpur, Zone 5, Islamabad. Its layout plan was approved through letter No. CDA/PLW-HS-(RP-02(T23) NHF/97/597, dated 26 May 2010.
The sponsor has proposed amendments to the approved layout plan because of adverse possession in Block D and the latest on-site demarcation of Pakistan Railways' right of way in Block C. According to the National Highway Foundation (NHF), its Annual General Meeting held on 4 August 2026 approved submission of the revision involving the exclusion of Block D because of adverse possession and the latest demarcation of the railway right-of-way area.
Under Clause 20 of the Regulation for Planning and Development of Private Housing/Farm Housing, Apartments/Commercial Schemes/Projects in Zones 2, 4 and 5 of Islamabad Capital Territory, 2023, notified through S.R.O. 886(I)/2023 dated 7 July 2023, the following objections are considered reasonable:
| Ground | Objection |
|---|---|
| Road width | The revised plan violates standard land use. |
| Corner plot | A corner plot becomes a non-corner plot. |
| Road frontage | A plot's status changes from a major road to a street. |
| Park or green frontage | A park-facing or green-facing plot becomes non-park-facing. |
NHF has submitted an undertaking/affidavit to provide approximately 35 kanals of land for a graveyard within 15 kilometres by road of the scheme, within Islamabad Capital Territory, before approval of the layout plan. Upon clearance of the layout plan, the scheme will be transferred to CDA's name.
Affected original allottees, transferees and members must submit their objections or claims for resolution using the prescribed form available on CDA's Housing Scheme website and at the Directorate General's office. A copy must also be sent to the scheme sponsor. Submissions must reach the undersigned within 15 days of issuance of this public notice. Otherwise, it will be assumed that the applicant has no objection to the proposed revised layout plan.
Issuance of this public notice does not bind CDA to grant approval until the required documents, plans, fees, penalties and charges have been submitted in accordance with the relevant CDA regulations.
