Punjab Transport Authority E-Tender for Recruitment Testing Agency

The Transport & Masstransit Department invites eligible, reputable firms and testing agencies registered on the Punjab E-Procurement System and PPRA website to provide recruitment testing services for the Punjab Provincial Transport Authority, Lahore. The services are intended to recruit staff efficiently, transparently, on merit and in a reliable manner.

Applicants must hold valid registrations with the Sales Tax and Income Tax departments and possess sufficient managerial, technical and financial capabilities. The firm must be on the FBR active taxpayer list and registered with the Punjab Revenue Authority as an active taxpayer. Firms and testing agencies must not be blacklisted by the Authority or debarred from any public or private institution. Applicants must meet the evaluation criteria and minimum requirements in the bidding documents.

The tender notice and bidding documents are available through the Punjab E-Procurement System, the PPRA website at www.ppra.punjab.gov.pk, and the Transport & Masstransit Department website at https://transport.punjab.gov.pk/.

Bidding documents must be submitted through e-PADS by 25 November 2026 at 11:00 a.m. Bids will be opened through e-PADS on the same day at 11:30 a.m. in the Committee Room of the Transport & Masstransit Department, Lahore. Applicants or their authorized representatives may attend.

Bid security must be submitted exclusively as a digital bank guarantee through the Punjab E-Procurement System, following the procedure prescribed by the system. Bidders must generate a PSID from the e-Procurement Portal and arrange for a scheduled bank to issue and transmit the digital bank guarantee in favour of the Deputy Secretary (Admn.), Transport & Masstransit Department. Physical bid security, including CDRs, pay orders and demand drafts, will not be accepted. Bids without a valid digital bank guarantee will be rejected.

Bidders must ensure that the bank guarantee is uploaded and transmitted to the designated advising bank with the correct tender reference number and PSID. Manual applications will not be accepted. If the scheduled day is a holiday, the bidding procedure will take place on the next working day at the same place and time.

A single-stage, two-envelope procedure will be used. Financial bids will be evaluated on a least-cost basis. Applicants failing to meet the minimum requirements in the bidding documents will not be considered. Annex-A contains the list of posts to be advertised and the registration fee for each vacancy.

The PPRA tender portal is https://epp.punjab.gov.pk/ViewTender. The response period will be calculated exclusively from the date the advertisement is published on the PPRA website.
