Bidding and Award Conditions

Bidders must quote their offered price in Pakistani rupees per kilogram, excluding all applicable taxes, separately for each auction site. A bidder may bid for one or more sites simultaneously. The highest quoted bid or offer for each site will determine the successful bidder.

Bidding will run from 9:00 a.m. to 5:00 p.m. on 21 November 2026. If a bid is submitted at 5:00 p.m., other eligible bidders will be allowed to place further bids. The submission time will automatically extend by three minutes from the receipt of each subsequent bid.

The department reserves the right to reject all bids without giving a reason because of approval of warm water. The contract will be awarded on an “AS IS WHERE IS” basis. If the first-ranked bidder fails to comply with the auction or contractual terms, the bid will be cancelled and the bid security or performance guarantee, as applicable, will be forfeited. In any dispute, the decision of the Director General Fisheries, Punjab, will be final.

Payment, Guarantee and Harvesting

Successful bidders must pay the quoted price, including all applicable taxes, according to the actual weight of harvested shrimp. No deduction of any kind will be allowed from the weighed quantity at harvesting.

Before signing the contract, each successful bidder must submit the performance guarantee separately for each awarded site through a pay order or bank guarantee with a minimum validity of 60 days, in favour of “Project Management Unit (PMU), Shrimp Aquaculture Punjab, Lahore.” The guarantee may be released after completion of all contractual obligations.

Contractors must complete harvesting operations, including netting, handling, chill-kill, icing, packing and transportation of shrimp from the auction site, at their own cost within 20 days of the contract's effective date.

Successful bidders must deposit the invoiced amount, inclusive of all applicable taxes, into the department's designated bank account within 48 hours of invoice issuance. Separate invoices will be issued daily for each auction site based on the actual quantity harvested. The department reserves the right to suspend harvesting until full payment is received.

Contractors are responsible for harvesting and buying 100% of the shrimp from the farms. However, the department may reserve one or more ponds for departmental operations or research.

The bid security of the highest or successful bidders will be returned after completion of all contractual obligations. Unsuccessful bidders' bid security will be returned after completion of codal formalities.
