Issuer: Project Implementation Unit (PIU) – ML-1, China Pakistan Economic Corridor Support Project (CPECSP), Pakistan Railways, Headquarter Office, Lahore. One (01) year contract appointment (extendable) for a Financial Analyst / Specialist (MDB Financial Management & Loan Disbursement) on a purely contract basis. Selected candidate will be engaged under PIU–ML-1 and will report to the Team Leader/Project Director and coordinate with project finance stakeholders and MDB mission teams.

| Financial Analyst / Specialist (MDB Financial Management & Loan Disbursement) (PPS-11) | 01 | PIU/ML-1 Office, Lahore (liable to serve anywhere in Pakistan) | Master's degree (minimum 16 years) in Finance, Accounting, Commerce, Business Administration (Finance) or equivalent from HEC-recognized university. Professional qualifications such as CA, ACCA, CMA (ICMA) or CPA preferred. | Minimum 10 years post-qualification experience in financial management, accounting, budgeting, financial reporting or loan disbursement. At least 5 years’ experience on ADB, World Bank, AIIB, ISDB or other MDB-funded projects. Practical experience with Withdrawal Applications (WAs), Statements of Expenditure (SOEs), Designated/Advance Accounts, Direct Payments, Reimbursements, IUFRs/APFS, financial planning and donor compliance. Knowledge of ADB Loan Disbursement Handbook, ADB Financial Management Guidelines, Government Financial Rules, PSDP procedures, IPSAS/IFRS, ERP-based financial systems and advanced MS Excel/financial modelling. Experience on large infrastructure, railway, transport or CPEC-related projects is an advantage. | One (01) year contract, extendable subject to performance. Pay package under Project Pay Scale Policy (PPS-11) as per applicable Government/Finance Division approvals; salary to be fixed commensurate with qualifications and experience. | 55 years |
