- Tender documents available during working hours (0900–1600 hrs), Monday to Friday from the issuer's office in Islamabad. Issuance of documents closes one day prior to bid opening.
- Only pre-qualified/enlisted and security-cleared Mechanical/HVAC contractors may submit sealed tenders.
- Bid security of Rs. 0.6 million must be submitted as CDR or Bank Guarantee from scheduled banks of Pakistan. If submitting a Bank Guarantee it must expire at least six months after the bid opening date. Bid security must be enclosed in a separate sealed envelope with the name of the work clearly marked.
- Submit two copies of the BOQ (one original and one photocopy), both sealed, pre-signed and stamped, with the work name clearly marked on the envelope.
- Prices must be quoted in figures and words in separate columns; in case of discrepancy, words will prevail.
- The competent authority may reject any or all bids; tenders will not be issued to blacklisted firms. Incomplete proposals may be treated as non-responsive.
