EPADS Tender — Annual Repair & Maintenance of Water Supply Schemes in Shangla (2026-27)

Issuer: Office of the Executive Engineer, Public Health Engineering Division, Shangla. The Division invites online electronic bids through the E-PADS portal for annual repair & maintenance works of completed water supply schemes in Shangla for the year 2026-27.

Eligibility and key instructions:

- Eligible firms/contractors registered with Pakistan Engineering Council (PEC), Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) may bid.

- Bids must be submitted only through the E-PADS portal. Bid solicitation documents can be downloaded from the E-PADS website: kp.eprocure.gov.pk before the closing date.

- Bid security: Call Deposit Receipt (CDR) equal to 2% of the estimated cost in favor of the undersigned must be submitted along with applicable stamp duty and a non-refundable 0.03% bidding fee.

- Bidders quoting below the engineer's estimate must provide additional bid security as per Khyber Pakhtunkhwa Public Procurement Rules (KPPRA).

- Bidders must upload scanned copies of all mandatory documents with the online bid. Original bid security and signed documents must reach the Executive Engineer's office via registered courier before closing time.

- Bid validity: 90 days from the date of opening.

- Submission deadline: 2026-07-30 at 11:00 A.M. (online via E-PADS). Bids will be opened the same day at 11:30 A.M. in the presence of government contractors or their authorized representatives who choose to attend.

- Additional mandatory documents for the Electrical & Mechanical (AM&R) package (as per SE PHE Circle Swat letter dated 2025-06-18) include approval certificate from SE PHE Circle Swat, renewal of electrical inspector license, HL department enlistment, required PEC category codes (CE-09, EE-04, EE-05, ME-05, ME-07, EE-11), active KPRA registration, CNIC of workshop owner, and list of available machinery & equipment.

- Late, incomplete, conditional or non-responsive bids will be rejected. The competent authority reserves the right to accept or reject any or all bids as per Rule 47 KPPRA Rules 2014.
