IFB — Rehabilitation & Maintenance of Water Supply Schemes and UV Filter Plants | PHED Sohbatpur

Issuer: Executive Engineer, Public Health Engineering Department (PHED), Sohbatpur. Sealed bids are invited under Balochistan Public Procurement rules 2014 for rehabilitation and maintenance works and for collection of water user charges in Sohbatpur district.

Procurement method: Single-Stage, Two-Envelope bidding (technical envelope A, financial envelope B). Bids must include a bid security (2% of estimated cost) in Envelope A.

Key eligibility & submission requirements:

• Bidder must be registered with the Pakistan Engineering Council (PEC) in the relevant category and hold valid PEC registration.
• Valid registration with Balochistan Revenue Authority (BRA) and Federal Board of Revenue (FBR); valid National Tax Number (NTN); registered under Sales Tax Act as applicable.
• Minimum experience: satisfactorily completed at least one similar work of minimum PKR 1.5 million during the last three years.
• Not blacklisted/debarred by any government department, BPPRA or PEC; no conflict of interest with officers of the Procurement Committee.
• Required documents (technical envelope): bid security, 90-day bid validity, firm/company registration (SECP/Registrar), NTN certificate, valid PEC registration, BRA registration, affidavit on judicial paper (no blacklist/no litigation), audited financial statements (last 3 years), bank statements (last 6 months), turnover certificate from Chartered Accountant, list of key personnel (CVs), manufacturer authorization for membranes/pressure pumps where applicable, and other supporting certificates.
• Financial envelope must contain detailed BOQ, item-wise rates & amounts, summary of costs and grand total in figures & words.

Deadlines & opening:

• Last date & time for submission: 2026-08-13 up to 12:00 PM (Noon) at the office of the Executive Engineer, Public Health Engineering Division, Sohbatpur.
• Bid opening: 2026-08-13 at 1:00 PM at the same office in the presence of bidders or authorized representatives.
• Bid validity: 90 days from date of opening.

Other important conditions: Pre-bid clarifications must be sought in writing at least seven days before the submission deadline. Rehabilitated plants must meet WHO drinking water quality standards. Minimum 12 months warranty on equipment and workmanship; contractor to provide 3 days operational training to PHED staff at each location and supply a set of spare parts per plant. Procuring agency reserves the right to accept or reject any or all bids as per applicable Balochistan procurement rules.
