Tender: Gravity Flow Water Supply Scheme Mansehra — EPADS Single Stage Two-Envelope Bids

Issuer: Public Health Engineering Department, Government of Khyber Pakhtunkhwa — Office of the Project Director, Project Management Unit (PMU), Gravity Flow Water Supply Scheme, Mansehra.

Purpose: Invitation to submit sealed technical and financial bids through EPADS (single stage, two-envelope procedure) for construction works under the Gravity Flow Water Supply Scheme Mansehra (SFD Assisted) ADP#139237.

Key submission requirements: Technical and Financial Bids must be submitted electronically through EPADS and hard copies must also be delivered before the deadline. Hard-copy requirements: one (01) Original and one (01) Copy of the Technical Bid, and one (01) Original of the Financial Bid, each in separate sealed envelopes clearly marked "Technical Bid" and "Financial Bid". Failure to submit both electronic and required hard copies will render a bid non-responsive. In case of discrepancy between EPADS upload and hard copies, the electronically submitted bid shall prevail.

Bid security and entry fee: All bids must be accompanied by a Bid Security (including stamp duty) — in the form of a Call Deposit Receipt (CDR) issued by a scheduled bank in favour of the undersigned — and, where applicable, an Additional Security and a detailed rate analysis if the quoted rate is more than 20% below the Engineer's Estimate. The original financial instruments must be submitted with the Financial Bid before the submission deadline and also scanned and uploaded to the EPADS portal. A non-refundable Bidding Entry Fee in the form of CDR at the rate specified must be placed in the Technical Bid.

Important dates and meeting:

- Submission deadline: 2026-07-22 at 11:00 AM (technical and financial bids submitted electronically via EPADS and hard copies submitted before this deadline are both mandatory).

- Technical bids opening: 2026-07-22 at 11:30 AM (same day) in the presence of bidders or representatives.

- Pre-bid meeting: 2026-06-29 at 11:00 AM at the Office of the Project Director, PMU, Gravity Flow Water Supply Scheme, PHED, Pakhwal Chowk, Mansehra, Khyber Pakhtunkhwa.

Bid evaluation and rules: Bidders shall quote their bid prices as a percentage above or below the Engineer's Estimate in technical bids in accordance with bidding document requirements. KPPRA Notification requirements and related conditions apply. Failure to provide required originals or mandatory rate analysis at time of submission will render the bid non-responsive and may lead to actions under applicable KPPRA rules.
