| Eligibility / Prequalification Highlights | Firms must be registered with Pakistan Engineering Council (PEC) in relevant Dam/Civil categories (specified categories listed in the tender). Valid Income Tax and Sales Tax registration and presence on FBR Active Taxpayers List required. Minimum 5 years of relevant experience in construction of dams, irrigation or major water resources projects. Minimum annual turnover of PKR 600 million during the last three years. Experience of at least 3 consultancy assignments for large dams/reservoirs or comparable hydraulic infrastructure, including completed assignments with consultancy contract value of PKR 300 million or above. |
| Bid / Performance Security | Bid security: 2% of quoted cost in the form of CDR or Bank Guarantee from a scheduled bank. Performance security: 10% as per B-PPRA guidelines. |
| Other Mandatory Documents | Valid PEC, NTN & GST registration, affidavit(s) on stamp paper as specified, power of attorney/authorization and documentary evidence of past assignments. Non-submission of requisite information/documents will render the application non-responsive. |
| Selection Method | Single-stage two-envelope procedure under Quality and Cost Based Selection (QCBS) in accordance with B-PPRA Rules. |
| Submission Method | Technical and Financial proposals to be submitted electronically via B-PPRA E-Bidding System. |
