PHE Division Lakki Marwat Invites Consultancy Proposals for Drinking Water, Sanitation & Drainage Projects (EPADS)

Executive Engineer, Public Health Engineering Division, Lakki Marwat (Government of Khyber Pakhtunkhwa) invites proposals to hire consultancy services on a Quality-and-Cost basis under the Single Stage Two Envelopes procedure. Request for Proposal (RFP) documents are available on EPADS / KP-PPRA website.

Submission deadline: submit Technical and Financial Proposals through EPADS (file uploading) on or before 14 September 2026 at 11:00 hours. A pre-bid meeting will be held on 03 September 2026 at 12:00 hours at the office of the Chief Engineer (South), Public Health Engineering Department, Plot 40, Sector B-II, Phase V, Hayatabad, Peshawar.

Eligibility and key conditions:

• Consultants/firms/companies must be registered with Pakistan Engineering Council (PEC) with relevant PEC codes (as specified in the RFP), Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR).
• Proposals must follow the RFP and Single Stage Two Envelopes procedure; technical proposals will be evaluated first and financial proposals of firms declared unqualified in technical evaluation will not be opened.
• Upload a bid declaration certificate on EPADS before submission deadline. Successful consultant must submit performance security/guarantee equal to 10% of the bid amount in the form of Call Deposit Receipt or Bank Guarantee from scheduled banks in favour of "Executive Engineer, PHE Division Lakki Marwat."
• Financial opening date will be announced after technical evaluation. Clarifications/queries may be submitted through EPADS. Incomplete or conditional proposals will not be entertained. Procuring Entity reserves the right to reject any or all proposals.
