Service: Auction of Canteen and Parking Services for the year 2026-27

Terms & Conditions

1. The auction date is authorized by the undersigned; if the auction is not held on the announced date the next working day will be the 2nd date.
2. Interested bidders may submit bidding/auction documents in the office of the Medical Superintendent, THQ Hospital Lalian. Call Deposit Receipt will be returned on the spot to unsuccessful bidders. The CDR of the 1st and 2nd highest bidders will remain in custody of the Procuring Agency until award of contract.
3. No participation in the auction without CDR, valid applicable enlistment/tender receipt, and original CNIC.
4. Bidder must be an Active Tax Payer (must have NTN & PRA number); otherwise additional applicable taxes will be imposed as per law.
5. Bid will be started from PKR 36,567/- for canteen. For parking starting bid is PKR 96,833/- per month (exclusive of all applicable government taxes).
6. Successful bidder must deposit all applicable taxes to Government account; taxes may be collected in three equal installments, the first within 15 days of award of contract and remaining installments as specified.
7. Successful bidder must deposit payments by bank draft/pay order in favour of Government of Punjab.
8. In case the successful bidder cannot accept award under applicable law (PPRA 2014 and amended rules), earnest money will be forfeited.

10. Bidders declared by any Government/Semi-Government organization as ineligible are not allowed to participate.
11. In case of central contract award by Government, the bidder shall vacate the parking stand/area within 15 days of prior notice; such decision will not be challengeable in any court of law.
12. Bidding documents/terms and conditions will be issued from the office of the undersigned upon payment of the non-refundable document fee of Rs. 1,000/- for each service.
13. Successful canteen bidder must obtain a Punjab Food Authority (PFA) license.
14. Contractor must ensure supply of only registered and approved brands.
15. Successful bidder must supply and sell products of well-known national or multinational brands.
