NTC Concludes Sunset Review — Definitive Anti‑Dumping Duties on Phthalic Anhydride from China, Chinese Taipei, Korea and Russia

Issuer: National Tariff Commission (Government of Pakistan). Purpose: Conclusion of the sunset review (’Sunset Review’) under Section 58 of the Anti‑Dumping Duties Act, 2015, on dumped imports of Phthalic Anhydride into Pakistan originating in and/or exported from the People’s Republic of China, Chinese Taipei, Russian Federation and Republic of Korea.

Summary: The Commission conducted a sunset review covering the period January 01, 2023 to December 31, 2025 and has determined that continuation of definitive anti‑dumping duties is warranted. The Commission has continued/maintained definitive anti‑dumping duties for a further period of five (05) years with effect from June 05, 2026. The review finds a likelihood of recurrence or continuation of dumping and injury to the domestic industry absent duties.

Availability of report and public file: A non‑confidential version of the report has been placed on the public file maintained by the Commission and is available for inspection at the Commission’s office and on the Commission’s website during working hours (Monday–Thursday, 1100–1300 hrs).
