Municipal Corporation Muzaffarabad Invites Bids for Solid Waste Management Services

Chief Officer, Municipal Corporation Muzaffarabad (Azad Jammu & Kashmir) invites sealed bids from eligible, experienced and financially sound private firms/companies/consortia/joint ventures under the Single Stage-Two Envelope procedure of the AJ&K Public Procurement Rules for hiring solid waste management services for Muzaffarabad City.

Key eligibility & submission requirements:

- Bidders must be registered with Pakistan Engineering Council (Category C-1) or with SECP as applicable and have at least 5 years of overall relevant experience in municipal solid waste management/collection and transportation.

- Registration with FBR/AJK CBR and status as an active taxpayer (ATL) is required.

- Bidders must submit two separate sealed envelopes clearly marked "TECHNICAL BID" and "FINANCIAL BID". Bid security of Rs. 16.00 million must be furnished in the form of pay order/CDR in favour of Chief Officer, Municipal Corporation Muzaffarabad.

- Complete bidding documents (scope, eligibility, evaluation, performance security, penalties, contract conditions and financial bid forms) are available from the Municipal Corporation Office, Upper Adda, Muzaffarabad during office hours against payment of Rs. 5,000 (non-refundable) until 2026-10-09.

- A pre-bid meeting will be held on 2026-10-02 at 11:00 AM at the Municipal Corporation Office, Upper Adda, Muzaffarabad.

- Bidders are advised to visit/survey Muzaffarabad to verify solid waste quantities, sources and collection points before bidding. Blacklisted firms or those failing to meet prescribed eligibility/qualification criteria will be ineligible.

- The procuring agency reserves the right to accept or reject any or all bids in accordance with AJ&K PPR Rules. All bids must be sealed, properly page-numbered, signed and stamped by an authorized representative.
