PHE Division South Waziristan Lower Tender: Annual Repair & Maintenance of WSS (Electrical/Mechanical) 2026-27

Issuer: Executive Engineer, Public Health Engineering Division, South Waziristan Lower.

Scope: Invitation for e-bids (single-stage, double-envelope) from eligible government-registered contractors for annual repair & maintenance (electrical & mechanical) of water supply schemes for the 2026-27 period.

Key submission & eligibility requirements:

• Bid documents available from the PHE Division office or via the ePADS system on any working day before closing.
• Submit separate sealed technical and financial bids through ePADS before the closing date/time.
• Technical bid must include copies of CNIC, PEC registration and enlistment certificates, renewal receipts, Active Taxpayer Certificate, and other relevant documents. Firms must demonstrate financial capacity (bank statements / balance showing available funds up to 20% of the estimated cost).
• All bids must be accompanied by original Earnest Money in the form of Call Deposit Receipt (CDR) as per the engineer's estimate; separate instrument for stamp duty where required.
• Bidders must attach Class E electric license (original/copy) issued by the Electric Inspector Khyber Pakhtunkhwa renewed for 2026-27 for electrical/mechanical work.
• Bidders must maintain a repair workshop within the PHE Division South Waziristan Lower jurisdiction capable of repairing Drinking Water Supply Schemes; declaration/affidavit on stamp paper attested by an Oath Commissioner required confirming workshop registration and that no scheme is under litigation or unpaid.
• Technical bids will be evaluated first; date for opening financial bids will be announced after technical evaluation. Incorrect or non-compliant bids will be rejected.
• All other terms and conditions will follow Provincial Government rules and the tender documents.
