Issuer: Small and Medium Enterprises Development Authority (SMEDA). SMEDA requests Expressions of Interest (EOI) from established national and international e‑commerce platforms to partner under the SME E‑Commerce Development Programme to help Pakistani MSMEs access national and international markets through e‑commerce platforms.
Scope: Partnership will include awareness, training, readiness assessment, platform onboarding and technical handholding, targeted financial assistance, and development of special packages/benefits for MSMEs. Terms to be decided mutually on an individual basis with selected platform(s).

| Legal & Operational Presence | Legally registered/authorized to operate in Pakistan and have a functional presence in Pakistan (for national platforms). |
| Operational Tenure | Operational in Pakistan for at least three (3) years. |
| Merchant Base | At least 2,000 registered MSMEs/businesses and a substantial online client base. |
| Service Model | Provide B2B and/or B2C e‑commerce services. |
| Support Capabilities | Provide dedicated onboarding, training, technical assistance and market development support. |
| Additional Expectations | Capacity for SME onboarding/training, technical support and market development; develop special packages/benefits for MSMEs under collaboration. |
Submission: Interested platforms must submit an EOI and company profile including company registration, experience, user/business base, market coverage and relevant capabilities. Selected platforms will enter separate agreements with SMEDA to support micro, small and medium enterprises across Pakistan.
