CDA Invitation to e-Bid for Outsourcing Operation & Maintenance of Heritage and Citizens Club F-9 (Operate, Maintain & Transfer)

Issuer: Capital Development Authority (Procurement & Contract Agreement-II). The CDA invites electronic bids (technical & financial) from reputable firms for outsourcing operations of the Heritage and Citizens Club F-9 on an Operate, Maintain & Transfer (OMT) basis. Bidding is single stage – two envelope as per PPRA Rule 36(b).

How to apply: Download the Electronic Bidding Document (RFP) and submit bids online through the e-procurement portal (http://eprocure.gov.pk / EPADS) as per instructions in the RFP. Technical bids must be accompanied by a bid security in the form of Pay Order / CDR in favor of DDO (P&C), CDA. Hard copies of the bid security and other specified documents should be scanned and uploaded online. Prospective bidders must provide an original pay order/CDR at the time of opening of technical bids.

Key dates and meetings: Pre-bid meeting is scheduled for 2026-09-24 at 1200 hrs in the office of Member Environment, CDA (Room No. 30, Block IV, CDA Secretariat, Sector G-7/4, Islamabad). Interested bidders or their authorized representatives may attend the bid opening process at the specified venue.

Submission deadline: Submit bids online by 2026-10-05 (closing time as per eprocure instructions). Late submissions or bids not following RFP instructions will not be accepted.
