Office of the Deputy Director / Program Manager, AJK Central Blood Transfusion / Regional Blood Center, Muzaffarabad invites sealed bids for the emergency procurement of consumables for central Blood Transfusion services for the financial year 2026-27. Bids will be received up to 22 Sep, 2026 at 11:30 a.m. and opened the same day at 12:00 p.m.

Key instructions and eligibility:
- Bidding will follow Single Stage – Two Envelopes procedure as per AJK Public Procurement Rules 2017. Each sealed envelope must contain both Technical and Financial proposals.
- Only manufacturers/authorized importers and authorized distributors may participate.
- The procuring agency will evaluate technical proposals first and may reject proposals that do not conform to specified requirements.
- Bid security (CDR) of 200,000 PKR must accompany the financial bid. Bids not accompanied by the required CDR will be rejected.
- Bids shall remain valid till the Approved List CPC 2026-27; for items not in CPC 2026-27, approved rates will be valid up to 2027-06-30.
- Complete bidding documents, including detail specifications, quantities, terms & conditions, can be obtained up to 21 Sep, 2026 before 02:00 PM on submission of a written application and payment of the document fee (1,000 PKR) in cash or by bank draft.
- Technical bid must include an affidavit on legal stamp paper of 100 PKR stating the firm is not blacklisted by any government (Federal, Provincial or AJK), a local body or public sector organization.
- All taxes and duties will be charged as per Government rules. Bids should be submitted in tape binding, properly sealed, with signatures and stamps on each page where required.
- Tender documents and notices will also be available on AJK PPRA website (www.ajkppra.gov.pk) after approval from the concerned authority.
