Auction Notice: Lease of Minor Minerals — Whole District Hangu (1 year)

District Auction Committee, District Hangu invites registered Minor Minerals contractors to participate in the auction for grant of the Minor Minerals lease of the whole District Hangu as a single unit for a period of one year on an "As is where is" basis.

Eligibility: Only persons or firms registered with the Directorate General Mines & Minerals, Khyber Pakhtunkhwa as Minor Minerals contractors may participate. Blacklisted or defaulter persons and unregistered entities are not allowed.

How to Apply / Important Procedures:

- Submit the application form (fee Rs. 10,000 non-refundable) at least three working days before the auction on any working day during office hours (09:00 AM to 05:00 PM).

- Deposit the call deposit and application fee in the specified Bank of Khyber accounts before the auction.

- Registered applicants must submit attested copies of CNIC, income tax registration certificate (NTN), partnership deed or memorandum & articles of association, and evidence of paid-up capital if the applicant is a partnership firm or company.

Post-Auction Conditions:

- The successful bidder must deposit the required security portion of the total bid money within three days from the date of auction; failure to do so will result in forfeiture of the call deposit and consideration of the next highest bid (subject to conditions stated by the authority).

- The successful bidder shall demarcate the leased area at their own expense within fifteen days of issuance of the allotment letter.

Taxes, Duties & Compliance:

- The successful bidder is bound to pay excise duty to the Commissionerate of Mines or its approved collection contractor at government-notified rates.

- Prior to issuance of the allotment letter the successful bidder must deposit withholding tax under Rule-236-A of ITO 2011 with the Income Tax Department and pay Professional Tax as per rules to the Excise & Taxation Department, Khyber Pakhtunkhwa.

- The successful bidder must pay surface rent to the landowner under the Khyber Pakhtunkhwa Mines & Minerals Act 2017 and shall operate strictly in accordance with that Act.

Transportation & Enforcement:

- Only verified transit challans duly verified by the concerned Assistant Director, Transportation, shall be used for movement of minor minerals. Unauthorized transportation will attract action under section 56 of the Khyber Pakhtunkhwa Mines & Minerals Act 2017 against the lessee and other offenders.
