Municipal Corporation Bagh Invitation to Bid for Hiring Solid Waste Management Services

Municipal Corporation Bagh invites sealed bids from eligible, experienced and financially sound firms/companies/consortia/Joint Ventures under the Single Stage – Two Envelope procedure of the AJK Public Procurement Rules for hiring solid waste management services for Bagh City.

Scope: Services cover all 15 wards and include door-to-door waste collection, street sweeping, collection from complaint points, transportation, cleaning of roads/markets/public places, operation of the waste collection system, provision of manpower, vehicles and machinery, complaint redressal, reporting, awareness raising and environment-friendly disposal of municipal solid waste.

Key submission and eligibility details:

- Bidders must be registered with relevant Pakistani authorities (including SECP and tax registration with FBR/AJK-CBR, and be on the Active Taxpayers List).

- Bidders must demonstrate relevant experience in municipal solid waste management/sanitation (at least one or more successfully executed contracts) and possess adequate manpower, vehicles, machinery, equipment and financial capacity.

- Bid Security of Rs. 10.00 million must be furnished in the form of pay order/CDR from a scheduled bank having branches in AJK, in favor of Chief Officer Municipal Corporation Bagh, submitted with the Technical Bid.

- Bids must be submitted as two separately sealed envelopes clearly marked "TECHNICAL BID" and "FINANCIAL BID"; only Technical Bids will be opened initially. Financial Bids of technically responsive bidders will be opened later.

- Pre-bid meeting: 2026-10-08 at 11:00 AM in the Municipal Corporation Office, Bagh AJK.

- Bid documents, containing scope, eligibility, technical evaluation criteria, specifications, service standards, payment mechanism, penalties and financial forms, may be obtained from the office of Municipal Corporation Bagh on payment of a non-refundable cash fee of Rs. 5,000 during office hours until 2026-10-12.

- Bidders are advised to visit/survey Bagh City to obtain first-hand information on waste quantities, sources, collection points and disposal routes.

- Blacklisted or debarred firms and firms not meeting prescribed eligibility/qualification criteria will be ineligible to participate.

- The Procuring Agency reserves the right to accept or reject any or all bids in accordance with AJK procurement rules. Bid evaluation report/award of contract will be displayed on the AJK PPRA website.
