Issuer: Executive Engineer, Public Health Engineering Division (PHE), Malakand (Batkhela), Government of Khyber Pakhtunkhwa. Project: Hydropower Generating Districts Development Project (excluding Haripur and Swabi) PK-23 Batkhela – ADP No. 1741/250728.
EPADS e-bidding is required. Bidders must be registered with E-PAK Acquisition and Disposal System (EPAD), Pakistan Engineering Council (required category and code CE-09), KPPRA (active status) and FBR/NTN (active status). Financial bids must be submitted/uploaded only through EPADS. Original bid security/additional security (call deposit receipt in favor of the undersigned) must be delivered physically to the Executive Engineer’s office by registered post/courier before the last date and time.
Key conditions: contractors must be registered with KP Revenue Authority (active status). Bids quoting more than 20% below the engineer’s estimate must include detailed rate analysis and required additional security; otherwise the bid will be declared non-responsive and securities forfeited. If two or more evaluated electronic bids are equal, the successful bid will be decided by draw. The procuring authority reserves the right to reject any or all bids per KPPRA rules.
