Punjab Highways Tender: Rehabilitation of Banglow Road to Dhobi Ghat Road, Bahawalnagar (Opening 2026-10-28)

Punjab Highways Department (Highway Division Bahawalnagar) invites online tenders via the Punjab e-Procurement System for the listed highway rehabilitation scheme. Bidders must be registered with the Pakistan Engineering Council in the relevant category and hold a valid PEC license for Financial Year 2026-27. All submissions, bid security and performance guarantees must be made through the Punjab e-Procurement system.

Key submission and eligibility conditions:

- Registration on Punjab e-Procurement portal (https://eproc.punjab.gov.pk) is mandatory; bids to be submitted online. Physical bid securities will not be accepted.

- Bid Security: 5% of estimated cost to be submitted through digital online payment (PSID) in favour of the Executive Engineer Highways Division, Bahawalnagar.

- Performance Security/Guarantee: 10% of the contract amount to be submitted within 15 days of receipt of offer letter via digital online payment (link with BOP) in favour of the Executive Engineer; valid for three months beyond completion/extended completion period.

- Contractors must quote item rates and total amounts in the financial proposal; rates quoted above or below estimated/DNIT cost may be rejected.

- After bid upload, contractors may attend the tender opening at the Office of the Commissioner Bahawalpur on 2026-10-28 at 1300 hours where bids will be downloaded and opening results announced.

- Submission of forged documents (bid security, performance guarantee, PEC license, etc.) will lead to disqualification and disciplinary action. Claims and measurement records will be processed via the Digital Measurement Book.
