Eligibility & submission requirements include valid registration with Pakistan Engineering Council (PEC) in the relevant category, registration with Income Tax and Sales Tax authorities, registration of the firm where applicable, and an undertaking that the applicant is not blacklisted by PRRA or PPRA. Bids (technical and financial) must be prepared in accordance with the bidding documents and submitted through the Punjab e‑Procurement System. The Single Stage–Two Envelope bidding procedure will be followed; technical bids will be opened first and financial bids of technically qualified bidders will be opened later.
