Issuer: Directorate of Education, Pakistan Railways, Headquarters Office Lahore. Pakistan Railways invites e-proposals from reputable national firms, companies or joint ventures with relevant experience in the education sector for outsourcing the following seven closed Pakistan Railways schools under a Public‑Private Partnership (PPP) model on RUOQ basis. Concession period: 30 years including 2 years mobilization.

Manual bids will not be accepted.
Eligibility and requirements: Bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax and must be on the Active Taxpayer List. Requirement of PEC registration may apply where disposal involves civil, electrical or mechanical works.
Deadlines and opening: Electronic bids must be submitted through EPADS v2.0 on or before Wednesday, November 18, 2026 at 02:00 PM. Bids will be opened the same day at 02:30 PM.
