District Council Bahawalpur e-Procurement Tender for Soling & Culvert Works in Tehsil Yazman — closing 2026-11-06

Office of the District Council Bahawalpur invites sealed bids through the e-Procurement/EPADS portal (https://punjab.eprocure.gov.pk) from contractors who have their names enlisted/renewed for the financial year 2026-27 with Pakistan Engineering Council. Bidding will follow the Single Stage Single Envelope procedure under the Punjab Procurement Rules 2014.

Key requirements and procedure:

• Contractors must hold a Pakistan Engineering Council licence with the concerned code.
• Earnest money: 5% of the estimated cost in the form of deposit from any scheduled bank in Punjab in favour of District Council Bahawalpur.
• Bid documents are available for download from the PPRA website and the e-Procurement system without fee.
• Submit bid documents via the E-Procurement System from publication date until 2026-11-06 by 11:00 AM. Bids will be opened on the same day at 11:30 AM in the office of the District Council Bahawalpur in the presence of bidders or their authorized representatives on the e-Procurement platform.
• If a bidder quotes rates below the estimated cost, the lowest bidder must deposit additional performance security (including any CDR) within 15 days of issuance of notice; failure to do so will forfeit the 5% deposit and lead to re-tendering.
• Procuring agency may reject bids as per PPRA Rule-35. Contractors issued work orders are responsible for quality control tests at their own expense. Non-responsive bids will be rejected.
