District Council Sialkot invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for the listed development works. Contractors must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27 where applicable and must fulfill all eligibility requirements prescribed in the bidding documents.

- Bids must be submitted electronically through the Punjab e-Procurement System only on or before 2026-11-10 at 11:30 AM. Electronic bids will be opened the same day at 2:00 PM in the office of the District Council Sialkot in the presence of bidders or their authorized representatives.
- A Bid Security of 5% of the estimated cost must be submitted through a Digital Bank Guarantee (e-) using the PSID generated from the Punjab e-Procurement System; physical bid securities will not be accepted. The successful bidder will be required to furnish a Performance Security of 5% of the Contract Price in accordance with the Punjab Procurement Rules, 2014 (as amended).
- Bids must remain valid for 60 days from the date of opening. Only electronic bids submitted via the Punjab e-Procurement System will be accepted; mailed, emailed, posted, couriered or hand-delivered bids, or incomplete/conditional bids, will be rejected.
- The Procuring Agency reserves the right to reject any or all bids in accordance with Rule 35 of the Punjab Procurement Rules, 2014 (as amended). Procurement will be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended).
