GIZ Pakistan, under the Multi-Donor Action “EU Support to Better Governance and Business Environment in Pakistan” (co‑financed by the European Union and BMZ), invites qualified consulting firms to submit an Expression of Interest (EOI) to implement interventions under the SME Greening Accelerator Scheme. The assignment will support workforce management, social systems, women’s workforce participation, working conditions and digitalization in 115 export‑oriented SMEs across Textile & Apparel, Leather, Sports Goods, Medical & Surgical Instruments and Rice Processing sectors. At least 20% of participating SMEs will be women‑led, employ women, or directly benefit women.

Key activities include SME assessments, Change Management Team (CMT) workshops, technical coaching and implementation support, validation and knowledge product development.

Required / Eligibility Highlights
Valid firm registration in Pakistan, tax registration and active taxpayer status as applicable. Legally registered and operating in Pakistan for at least five (5) years by the EOI deadline. Regional/liaison office in Lahore; Project Manager must be based in Lahore (provide contact details). Technical pool of experts available in Lahore, Faisalabad, Karachi, Sialkot and Multan (submit short profiles). Combined financial turnover of at least PKR 100 million over the last three years (verifiable via tax returns and financial documents). Verifiable general consultancy experience: at least one completed project of minimum 12 months in the last five years (provide completion certificate or equivalent). Verifiable specific experience: at least one completed assignment in workforce management, social systems, working conditions, diversity & inclusion, organizational development or workforce digitalization, with assignments in any of the target sectors (textile & apparel; medical & surgical instruments; leather & sports goods; rice processing).

Interested firms must submit a company profile with a table of contents and separate sections addressing each eligibility requirement, supported by relevant evidence. Only firms passing the EOI eligibility assessment will be invited to submit a detailed Request for Proposal (RFP) for technical and financial proposals. All communications and documentation must be in English. Submission of an EOI does not guarantee inclusion in the RFP process; GIZ Pakistan reserves the right to reject or accept any submission.

Label the sealed envelope clearly: "10058439 — Expression of Interest (EOI) for: Enabling SMEs in Social Systems, Workforce Management and Digitalization." Incomplete or incorrectly labelled submissions may be excluded.
