Tender AD/OPS-II/PROCUREMENT/FY/2026-27 for Supply of School and Learner Kits (Central-PNFEP)

Directorate General of Literacy & Non‑Formal Basic Education invites electronic bids (Single Stage – Two Envelope) for the supply and delivery of School Kit (consumable) and Learner Kit items for Non‑Formal Education (Central‑PNFEP). Procurement will be conducted in accordance with Rule 38(2)(a) of the Punjab Procurement Rules, 2014.

Key requirements and instructions:

- Bids must be submitted electronically through the Punjab E‑Procurement System. Online bidding and bid security procedures prescribed by the Punjab Information Technology Board (PITB) and the e‑procurement system must be followed; physical financial instruments (Call Deposit Receipts, bank guarantees, etc.) will not be accepted.

- Lot‑wise financial bidding is allowed; interested firms may submit separate financial bids for each lot. A copy of the e‑procured bid security must be attached to the technical bid as instructed.

- Samples of each item must be submitted before bid closing; samples will be evaluated by the designated Technical Evaluation Committee. Technical qualification requires achieving at least 60% in the technical evaluation; successful samples may be subject to testing/approval by designated testing authorities (e.g., PCSIR) as per the bidding documents.

- Prices quoted must be inclusive of all applicable taxes, duties, levies, packing, handling, loading, transportation and delivery charges. Successful bidder(s) will deliver complete supplies to designated district education officer (Literacy) offices across the specified districts of Central Punjab as per delivery schedules in the bidding documents.
