Fatima Jinnah Women University (Planning & Development Directorate), Rawalpindi invites Expressions of Interest from qualified and experienced consultancy firms to provide consultancy services for various campus development works. A budget estimate of Rs. 10.00 million has been allocated under the Consultancy and Contractual Work head for FY 2026-27 for these assignments.

Required consultancy services include detailed architectural and engineering designs; preparation of cost estimates as per latest MRS/market rates; preparation of tender documents and BOQs; assistance in bid evaluation and PPRA-compliant procurement; construction supervision, quality assurance and progress monitoring; and preparation of progress reports and project documentation.
Eligibility and submission details:
- Consultancy firms must be registered with Pakistan Engineering Council (PEC) / PCATP as a consulting firm.
- Minimum five years of relevant consultancy experience.
- Qualified technical staff (architects, civil engineers, electrical engineers, etc.) must be available.
- Copies of NTN and GST / FBR registration certificates are required.
- Pre-bid meeting: October 26, 2026 at 11:30 AM in the P&D Directorate, FJWU.
- Submission: Interested firms must submit Technical Proposal (as per eligibility and evaluation criteria) and Financial Proposal (sealed separately).
- Submission deadline: 2026-11-03 by 11:00 AM; proposals will be opened at 11:30 AM on the same day.
Terms include evaluation under PPRA Punjab rules, rejection of incomplete or late submissions, tax deductions as per government rules, contract under PEC standard form with university-approved amendments, and proposal validity of 90 days (extendable 30 days). Consultancy period: 12 months or completion of assigned projects, whichever is later.
