Issuer: GIZ Pakistan under the Multi-Donor Action “EU Support to Better Governance and Business Environment in Pakistan” (TextILES II). Purpose: To engage a qualified consulting firm to implement the SME Greening Accelerator Scheme by strengthening workforce management, social systems, women's workforce participation, working conditions and digitalization in 115 export‑oriented SMEs across five sectors: Textile & Apparel, Leather, Sports Goods, Medical & Surgical Instruments, and Rice Processing. At least 20% of participating SMEs will be women‑led, employ women or directly benefit women.
Key activities include SME assessments, Change Management Team (CMT) workshops, technical coaching, implementation support, validation and development of knowledge products.

| 5 | Combined financial turnover of at least PKR 100 million over the last 3 years, verifiable through filed income tax returns and valid financial documents. |
| 6 | General experience: Verifiable consultancy experience executing at least one project of minimum 12 months duration in the last 5 years (provide completion certificate or relevant document). |
| 7 | Specific experience: Verifiable completion of five assignments in workforce management, social systems, working conditions, diversity & inclusion, organisational development or workforce digitalization, with at least one assignment in any three of these sectors: textile & apparel, medical & surgical instruments, rice processing, sports items, and leather (provide completion certificates/relevant documents). |
Submission instructions: Submit a company profile with a table of contents and separate sections addressing each eligibility requirement, supported by relevant evidence. Only firms passing the EOI eligibility assessment will be invited to submit a detailed Request for Proposal (RFP). All communication and documentation must be in English.
Label the sealed envelope: "10058439 – Expression of Interest (EOI) for Enabling SMEs in Social Systems, Workforce Management and Digitalization." Deliver the sealed envelope to GIZ Pakistan (bid box) at Serena Business Complex, Gate 06, Khayaban‑e‑Suharwardy, Sector G‑5/1, Islamabad.
