Issuer: GIZ Pakistan under the Multi-Donor Action “EU Support to Better Governance and Business Environment in Pakistan” in cooperation with the Government of Pakistan (Ministry of Commerce) and the European Union.
Purpose: Expression of Interest (EOI) to engage a consulting firm to develop techno‑financial feasibility studies for resource efficiency measures for export‑oriented SMEs under the SME Greening Accelerator Scheme. The assignment will identify inefficiencies in energy, water, raw materials and chemical consumption and prepare techno‑financial studies and implementation roadmaps to improve resource efficiency across selected firms.
Target sectors and scope: Onboard up to 80 companies across the following sectors: Textile & Apparel, Leather, Medical & Surgical Instruments, Rice Processing, and Sports Goods (with ~20% of companies being women‑led or benefiting women). Selected firms will work with factory teams to develop feasibility studies, strengthen technical capacities, set up monitoring systems and support continuous improvement.

Submission requirements: Submit a company profile with a table of contents and separate sections addressing eligibility, supported by relevant evidence. Only firms meeting EOI eligibility will be invited to submit a detailed Request for Proposal (RFP) including technical and financial proposals. All communication and documentation must be in English.
Selection note: Submission of an EOI does not guarantee inclusion in the RFP process; GIZ reserves the right to accept or reject any submission.
