Government of Sindh, School Education & Literacy Department — School Teacher Education Development Authority (STEDA) invites proposals from qualified firms/consortia to be engaged as a third‑party consultancy for design, development, administration, management and quality assurance of the Teaching License Test in accordance with the Teaching License Policy, 2023 and standards approved by the Teaching License Committee/Academic Council of STEDA. The engagement term is for three (03) years covering Elementary and Secondary level tests.
Key submission instructions and requirements:
- Procurement method: Single‑stage, two‑envelope (technical & financial) procedure.
- Bid submission through e‑PADS on or before the deadline; bidding documents can be downloaded from the Sindh e‑procurement portal and STEDA website.
- Original bid security: PKR 3,000,000 (fixed & refundable) in the shape of Pay Order/Demand Draft in favor of Sindh Teacher Education Development Authority (STEDA) to be delivered to STEDA Office, 4th Floor, PNSC Building, Moulvi Tameezuddin Khan Road, Karachi, on or before the submission deadline.

Eligibility highlights:

- Consortia or partners must hold or obtain accreditation/registration with the National Accreditation Council of Teacher Education (NACTE) as applicable.
