MES Tender: Provision of Facilities at PAF Bases (MM & NN) — DW&CE (PAF) Chaklala

Issuer: Military Engineer Services (Office of DW&CE (PAF), Chaklala). Tender Notice No. DW&CE/6000-Advt-Smg/19/E-6 dated 26 Oct, 2026 for construction works at PAF bases.

Eligibility and submission requirements:

- Firms must furnish details of completed projects including work orders, locations, pictures and satisfactory completion certificates from the user.

- Eligible firms: Registered with PEC in the relevant field, preferably PEC Category C-2 & above with validity at least up to Jun, 2027. Preferably enlisted with MES in Category A. In case of non-enlisted firms, 2% bid security shall be provided (refundable).

- Contractors must provide a certificate confirming they are not involved in litigation with any government department and that no special report of the Directorate of Inspection & Evaluation (E-In-C's Branch GHQ) is outstanding against them.

- Firms shall furnish list of personnel, bank statement, NTN certificate and income tax returns for the last three years. No special report of DI&E & no outstanding DI&E recoveries.

Bid documents and process:

- Tender will be issued to pre-qualified firms/contractors. Bidding documents will be made available to bidders and provided on request subject to payment of printing cost, if any.

Notes: Incomplete applications will not be entertained. The Accepting Officer reserves the right to accept or reject tenders; rejected tenders will be dealt with as per Para 33(1) of PPRA Rules.
