SPHF Tender for Design and Renovation of STAR WASH Project Office, Karachi

Sindh Peoples Housing for Flood Affectees (SPHF), Government of Sindh, invites sealed bids for the design and renovation of the office for the STAR WASH Project under the single-stage, two-envelope bidding procedure. Tender reference: PK-SPHF-22-CW-NCB, dated 2 November 2026.

SPHF has received Government of Sindh funding for the Sindh Transformational Accelerated Rural Water Supply, Sanitation and Hygiene Services (STAR WASH) Phase-I Project. Part of these funds will finance eligible payments under the office design and renovation contract. Bidding is open to all interested bidders.

Interested firms or persons must be licensed by the Pakistan Engineering Council (PEC) in category C4 or above for general civil engineering works and renovation of corporate offices. Firms must also be registered with the relevant tax authorities.

Bidding documents may be downloaded from the e-Pak Acquisition and Disposal System (EPADS) at https://portalsindh.eprocure.gov.pk/#/ and SPHF’s official website at www.sphf.gos.pk. Inquiries may be emailed to [email protected].

A pre-bid meeting will take place on 12 November 2026 at 11:00 AM at the SPHF office, Bungalow No. 20, Block 7/8, Modern Cooperative Housing Society, Tipu Sultan Road, Karachi. Interested bidders are invited to attend.

The required bid security is PKR 1,400,000, in the form of a deposit at call, pay order, demand draft or bank guarantee in favour of “Sindh Peoples Housing for Flood Affectees.” It may be submitted to the SPHF office on or before the bid submission deadline.

Electronic bids must be prepared according to the bidding documents and submitted through EPADS by 23 November 2026 at 11:00 AM. Bids will be opened through EPADS on the same day immediately after the closing time at the SPHF office. Bidders wishing to observe the online bid-opening proceedings may attend the office. Manual submission of bids will not be entertained.

The procuring agency reserves the right to annul the bidding process at any stage and reject all bids or proposals under the SPPRA Rules 2010.
