Sherani District Complex Construction Tender at Mani Khawa – November 2026

The Executive Engineer, Provincial Buildings and Roads, Sherani, invites eligible bidders to undertake construction work for the year 2026 on a percentage-rate basis using the Composite Schedule of Rates 2023. Tender reference: TSE-2627111218913.

The tender fee is PKR 2,500, and bid security is 3% of the estimated cost. Procurement will follow the Balochistan Public Procurement Rules 2014 through the single-stage, two-envelope bidding procedure.

Bidder eligibility: Bidders must appear on the Active Taxpayer List, must not be blacklisted by any procuring agency in Pakistan, and must hold Balochistan Revenue Authority registration. The bidding firm must have completed two assignments of a similar nature and demonstrate turnover of at least PKR 63,761,637 in one previous year.

Pakistan Engineering Council registration in category C-4 or above, covering works up to PKR 200 million, is required in the relevant category with specialized codes CE10(i), General Civil Engineering Works, and CE11(i), General Engineering Works Only. Bidders must provide audit reports for the last three years.

Bidders must also have completed at least two similar projects during the last five years. Each project must comprise at least 90% similar work and have a cost of at least 80% of the estimated tender cost. Maintenance, restoration, rehabilitation and subcontracted works will not be accepted as qualifying experience. Bidders must provide the Green Challan, system-generated BPPRA challan and CDR.

Bid security: Bids must be accompanied by a bank guarantee or deposit at call equal to 3% of the estimated cost, issued by a scheduled bank in favour of the undersigned.

Documents and submission: The notice inviting tender and complete bidding documents can be obtained and viewed electronically at www.bppra.gob.pk. All bidders must register with the BPPRA Government of Balochistan Electronic Public Procurement System, whether participating in electronic or manual government procurement. For this tender, only electronic bids will be accepted; physical submission is not required.

Bids must be submitted through the supplier dashboard by 9:00 AM on 18 November 2026. Tenders will be opened on the EPPS system at 10:00 AM on the same day.
