University of Peshawar E-Bids for CMS/ERP Supply, Installation and Commissioning

The University of Peshawar invites electronic bids through EPADS (E-Pak Acquisition and Disposal System) for the supply, installation, customization and commissioning of its University Management System (CMS/ERP). Eligible bidders must be registered with the Federal Board of Revenue for Income Tax and Sales Tax, appear on the FBR Active Taxpayer List and be registered with EPADS.

Tender specifications, submission requirements, opening arrangements and evaluation methods are included in the bidding documents. Selection will follow the Single-Stage, Two-Envelope procedure under the KPPRA Rules 2014.

A complete set of bid solicitation documents can be downloaded from EPADS at https://kp.eprocure.gov.pk after publication of the invitation and until the bid submission deadline. Bidders must upload scanned copies of their bids and all relevant mandatory documents through EPADS by 1 December 2026 at 11:00 AM PST.

Both electronic and original hard-copy bids are required. The hard-copy submission must contain two separately sealed envelopes marked “Technical Proposal” and “Financial Proposal,” enclosed in a single outer envelope. It must reach the Office of the Treasurer, University of Peshawar, through a registered courier service by the deadline. Failure to submit both electronic and hard copies will make the bid non-responsive and ineligible for evaluation. Bids received through hand delivery, fax, telephone or email will not be entertained.

Bid security of Rs. 200,000 must be furnished as a CDR or another form acceptable under the KPPRA Act and Rules, issued by a scheduled bank in Pakistan in favour of the Treasurer, University of Peshawar. A scanned copy must be uploaded on EPADS, and the original security must be enclosed in a sealed envelope with the Financial Proposal. The Technical Proposal must include an affidavit confirming that the bid security has been placed in the Financial Proposal. Without this affidavit, the Technical Proposal will be treated as non-responsive and returned after examination by the procurement committee.

The original CDR or bid security must reach the Office of the Treasurer/Procurement Section, University of Peshawar, by 1 December 2026 at 11:00 AM PST. Failure to meet this requirement will result in rejection. Bids accompanied by a Pay Order will also be rejected.

Bidders submitting fake or forged documents or information will be declared non-responsive. Any deviation or difference between the hard and electronic copies will result in rejection of the bid as non-responsive. The University of Peshawar reserves the right to reject any or all bids without assigning a reason, in accordance with the KPPRA Rules 2014.
