Participating firms and contractors must be registered with the Pakistan Engineering Council in the relevant category and code and hold a valid renewed PEC licence for financial year 2026–27. Registration on the Punjab PPRA website, https://ep.punjab.gov.pk, is also required. Registration information and procedures are available at ppra.punjab.gov.pk/e-procurement.

Under the PPRA Rules, 2014, bidders must submit bid security equal to 5% of the estimated cost exclusively through digital online payment using the Punjab e-procurement system, linked with the Bank of Punjab, in favour of the Executive Engineer, Highways Division, Okara. Physical bid securities, including CDRs, pay orders and demand drafts, will not be accepted.

Under Clause 56 of the PPRA Rules, 2014, the lowest evaluated bidder must submit a performance security or guarantee equal to 10% of the contract amount within 15 days of receiving the offer letter. It must be in favour of the Executive Engineer, Highways Division, Okara, in the form of a CDR, bank draft, cashier’s cheque, pay order or bank guarantee, valid for three months beyond the completion time or extended completion time. Other forms will not be accepted. Submission of the 10% performance guarantee is mandatory for successful bidders, irrespective of the estimated or contract amount.

Bidders must quote item rates, the total amount against each item, and the grand total of all items in their financial proposals. If a mathematical difference occurs between an item total and the grand total, the quoted item rates will govern bid evaluation. Percentage rates above or below the estimated DNIT cost will not be accepted, and such bids will be treated as non-responsive.

After uploading bids through the website according to the e-tendering timeline, contractors may attend the Office of the Commissioner, Sahiwal Division, Sahiwal, on 18 November 2026 at 1:00 PM. Responsive bids will be downloaded, and the quoted rates of successful bidders will be announced in the presence of the Tender Opening Committee.

Submission of false information or documents, including CDRs and PEC licences, will result in disqualification of the contractor or firm and initiation of disciplinary proceedings under the rules. The procuring agency may reject all bids or proposals at any time before acceptance under Clause 35 of the PPRA Rules. Recovery against credit for old material will be adjusted manually, and bids will be evaluated accordingly.

Successful contractors must submit their claims for completed work electronically for further processing through the Digital Measurement Book. The PPRA notice URL is https://eproc.punjab.gov.pk/ViewTenders.aspx. The response time will be calculated exclusively from the publication date on the PPRA website.
