Quetta West Tender for Roads, Drainage and Solar Street Lights at Killi Sayedan

The Senior Assistant Director, Local Government & Rural Development, Quetta West, invites electronic bids from eligible contractors for infrastructure works at Killi Sayedan for the year 2026. Tender reference: TSE-262711220683. Rates are to be quoted on a percentage basis against the Composite Schedule of Rates 2023.

Eligibility: Procurement will be conducted under the Balochistan Public Procurement Rules 2014. Bidders must appear on the Active Taxpayer List, must not be blacklisted by any procuring agency in Pakistan, and must be registered with the Balochistan Revenue Authority. Registration with the Pakistan Engineering Council in category C-4 or above, covering works up to PKR 200 million, is required in the relevant category with specialized codes CE01-(I) for roads, pavements, drainage and retaining structures, and EE11(w) for installation of solar-powered LED street lighting systems.

The bidding firm must have completed three assignments of a similar nature and demonstrate turnover of at least PKR 77,623,839 during the preceding three years to establish its financial capacity. Bidders must attach evidence of three similar projects involving roads, sewerage/drainage and solar street lights with poles, undertaken and completed during the last three years, with a value of at least 50% of the estimated project cost.

Bidding procedure: Single-stage, two-envelope bidding will be used. All bidders must register with the Electronic Public Procurement System of BPPRA, Government of Balochistan. Only electronic bids will be accepted; physical bid submission is not required.

Bid security: Bids must include 3% security in the form of a bank guarantee or call deposit issued by a scheduled bank in the name of the undersigned. The security must be attached to the electronic bid, and the original CDR or bank guarantee must reach the office by the bid-opening time. Failure to submit the original security will render the bid non-responsive.
