Directorate of Natural Calamities & Other Disasters (Relief) invites Request for Proposals (RFP) through the Electronic Public Procurement System (EPPS) for hiring consultancy services for MHVRA in Balochistan. Only electronic bids will be accepted; no physical bids are required.

Eligibility: Firms (national or international, or JV/service providers) must be registered with FBR for Income Tax, be on the Active Taxpayers List (ATL), have registration with PEC as a consulting/engineering firm, possess required registrations (BIRA/BIR as stated), must not be blacklisted by any procuring agency, and should meet the experience criteria including previous assignments of similar nature and complexity.
Procurement Rules & Method: Procurement will be made under the Balochistan Public Procurement Rules, 2014. Selection will follow the Evaluation Criteria given in the RFP. Procedure: Single Stage Two Envelope (technical then financial). Financial proposals of only technically qualified consultants will be opened.
Bid Security & Documents: Bidders must submit the specified bid security (as stated in the RFP) in the name of the undersigned from a scheduled bank. Bidders must provide required registration certificates and evidence of past assignments as indicated in the RFP.
Submission & Opening: Bids must be submitted electronically via EPPS. Last date and time for bid submission: 2026-09-21 at 11:30 AM. Tender opening: same day at 12:30 PM in the office of the undersigned.
