- Procurement procedure: Single Stage Two Envelope Procedure as per PPRA Rules 2014. Bidding and tendering exclusively through Punjab e-Procurement (eP) portal: https://ep.punjab.gov.pk.
- Eligibility: Valid registration with Pakistan Engineering Council (PEC) in category C-5 or above for the current year in the relevant field(s); legal firm registration (e.g., SECP) or registration with Registrar of Firms/Government organizations; valid tax certificates from FBR, PRA, etc.; undertaking on judicial stamp paper confirming the firm was never blacklisted by PSIC.
- Earnest money: Upload Earnest Money in the form of CDR in favour of Director Works & Development, PSIC Head Office, Lahore (@ 5% of tender cost) on the e-Procurement portal before the closing date/time.
- Bidding documents: Technical and financial proposals available free on the PPRA website and Punjab e-Procurement portal. Documents must be completed in English and submitted online.
- Application submission and opening: Technical proposals to be submitted by 2026-10-19 before 10:00 AM; technical proposals will be opened at 11:00 AM on the same date in Committee Room, 1st floor, 23-A Davis Road, PSIC House Lahore, in the presence of applicants or their representatives.
- Additional conditions: Applicants must register on Punjab e-Procurement (eP) via Punjab PPRA website. Applicants must submit undertaking on judicial paper confirming correctness of information; false information may lead to disqualification under Clause 19 of PPRA Rules 2014 (as amended). Bid validity is 180 days from submission date. If government declares a public holiday on submission/opening date, the next working day will be considered.
