Rawalpindi Cantonment Board EOI for Renting Two Vacant Buildings for Healthcare & Allied Services

Issuer: Rawalpindi Cantonment Board (Cantonment Executive Officer, Rawalpindi Cantt). The Board invites sealed Expressions of Interest (EOIs) from reputable individuals, firms, companies, healthcare organizations and investors for renting the following vacant RCB-owned buildings for establishment and operation of healthcare and allied facilities.

Permitted uses include private clinics, diagnostic laboratories, day-care clinics, rehabilitation centers, gyms & wellness centers, pharmacies, training institutes for paramedical staff, and similar allied healthcare options. The initial tenancy period is 5 years, extendable for a further 5 years subject to satisfactory performance, timely payment and fulfillment of contractual obligations. Rent will be subject to an annual increase (10% or as prescribed in rental documents).

Eligibility criteria: Pakistani citizens or legally registered companies/firms/NGOs; valid CNIC or registration certificate; NTN and active taxpayer status; financially capable to establish and operate the proposed facility; relevant experience preferred; not blacklisted by any government/autonomous/public sector organization; ability to obtain statutory licenses and regulatory approvals before commencement.

Submission requirements (EOI for each building, submitted separately): profile of individual/firm/company; proposed utilization plan indicating intended use; relevant experience and credentials; proposed monthly rental offer; copies of CNIC / company registration certificate, NTN and other relevant documents. Interested applicants may inspect the buildings during office hours after prior coordination with Rawalpindi Cantonment Board.

Submission method & timing: Sealed EOIs, clearly marked “Expression of Interest for Renting of RCB Building” (separately for each building), must be submitted to the office of the undersigned on or before 2026-10-28 at 11:30 hours. EOIs will be opened the same day at 12:00 hrs in the presence of applicants or their authorized representatives. Rawalpindi Cantonment Board reserves the right to accept or reject any or all EOIs in accordance with rules and to seek additional information from applicants.
