FBR Invitation for Customs Clearing Agents Licence — Apply by 2026-11-02

Federal Board of Revenue (FBR), Government of Pakistan invites applications from eligible individuals for grant of Customs Clearing Agents Licences through a competitive process under Rule 91 of the Customs Rules, 2001 (SRO 450(I)/2001 dated 18.06.2001).

Eligibility and key requirements:

• Citizen of Pakistan.
• Not below 21 years of age.
• Graduate from a recognized university.
• Adequate computer knowledge to handle Goods Declaration (GD) in PRAL or CCS.
• Not convicted by any court; sound financial record verified by a bank.

Application and fee:

Applicants must submit the prescribed application (Form-A) to the respective Licensing Authority (Collector of Customs) by the closing date. A non-refundable processing fee of Rs.10,000/- is required with the application; payment and submission instructions are provided with the application form.

Qualification test and assessment:

The written test assesses computer proficiency and knowledge of customs procedures and declarations. The qualification test will be administered for new applicants, licence holders, and candidates with provisional licences.

Examination centres: Islamabad, Lahore, Karachi, Peshawar, and Quetta.
