Military Engineer Services (GHQ Rawalpindi) Notice of Tender FY 2026-27 — Prequalification & Tender Issuance

HQ DW&CE (A), GHQ Rawalpindi invites applications for pre-qualification and issuance of tenders for multiple construction and allied works under the FY 2026-27 programme. Works include construction of vehicle sheds, store blocks, office blocks, storage facilities, chowkis, repair and miscellaneous civil construction across several cantonments and stations.

Locations covered include Okara, Lahore, Multan, Sialkot, Gujranwala, Bahawalpur, Bahawalnagar, Khanewal, Chunniān and Rawalpindi among others. Tender packages vary in value and scope; interested contractors should apply for pre-qualification to obtain tender documents.

Key submission and opening details:

• Submission deadline: tenders must be received by the accepting officer by 1130 hrs on 2026-11-06.
• Opening time: 1200 hrs on 2026-11-06.

Pre-qualification and eligibility requirements:

• Contractors must submit applications for pre-qualification and will be scrutinized; only firms with sufficient experience and relevant field and statutory credentials will be considered for issue of tender documents.
• Contractors must provide a certificate that they are not involved in litigation with government departments and that no adverse special report from the Directorate of Inspection & Evaluation (E-in-C's Branch GHQ) is outstanding against them.
• Registration with Pakistan Engineering Council (PEC) is mandatory; contractors not registered with PEC are ineligible. MES-approved contractors in categories 'A' and 'B' with relevant experience are eligible to apply.
• The accepting officer reserves the right to accept or reject any tender; rejected tenders will be dealt with in accordance with PPRA rules.
