The Ministry of National Health Services, Regulations & Coordination (National Action Plan on Population), Islamabad invites sealed bids/proposals from reputable, experienced and financially sound media/advertising agencies for planning, design, production and dissemination of a comprehensive Population Awareness Campaign for FY 2026-27.

Purpose	Design, produce and place awareness content on population dynamics, responsible parenthood, small family norms, family planning, birth spacing, reproductive, maternal & child health, and related population issues.
Scope / Media	Media planning, creative development, production, placement and monitoring across Print, Electronic (TV, Radio), Digital & Social Media, Outdoor Media; development of materials in Urdu, English and regional languages; media monitoring and evidence-based performance reporting.
Eligibility	Agencies registered with the PID, possessing valid NTN/GST as applicable and an Active Taxpayer; relevant experience in mass media/public awareness campaigns (preferably population & health sector); adequate professional, creative and technical capacity; not blacklisted/debarred by any government/public-sector organization.
Submission method	Electronic submission through ePADS V-2 (hard-copy submissions will not be entertained).
Bid Security & Estimated Cost	Bid security: 3% of the estimated cost. Estimated total cost: Rs. 148 million (overall).
