Municipal Committee Hafizabad Tender for Family Park Construction 2026–27

The Office of the Municipal Committee Hafizabad invites electronic bids from eligible, reputed and financially sound firms, contractors and companies for construction of a family park under the Municipal Committee’s OSR for financial year 2026–27. Procurement will follow the single-stage, two-envelope procedure.

Participants must be enlisted with the relevant departments, registered on Punjab E-Procurement, registered with the relevant tax departments for income tax, sales tax, PRA and professional tax where applicable, and registered with the Pakistan Engineering Council in category C-5 or above. Interested applicants must register on the Punjab E-Procurement system to participate.

Each bidder must attach a fresh affidavit confirming that the bidder or firm has neither been blacklisted by PPRA nor is currently in litigation. Submission of fake or forged documents will result in disqualification or blacklisting.

Bids must be submitted through the Punjab Procurement Regulatory Authority’s E-Procurement system. Bidders must pay the bid security through online banking before uploading their bids. The portal is https://ep.punjab.gov.pk. Bidding documents, including terms, conditions, requirements and specifications, can be downloaded before the closing date and time from http://eproc.punjab.gov.pk/ActiveTenders.aspx or the Punjab E-Procurement website.

Only technically responsive bidders will qualify for financial bid opening. Financial bids of technically non-responsive bidders will remain unopened in the electronic procurement system. Bids will be opened at the scheduled date and time in the presence of bidders or their authorized representatives who choose to attend. The lowest rates will be accepted through E-Procurement after approval from the competent authority.

The successful bidder must submit a performance guarantee under Rule 56 of the PPRA Rules 2014, in the form of a call deposit or bank guarantee from a scheduled bank. This guarantee will be returned after successful completion of the project. Under the Punjab Local Government (Works) Rules 2017, where the lowest bid rates are equal to or less than 5% of the estimated cost, the lowest bidder must deposit additional performance security from a scheduled bank ranging from 5% to 10%.

Bids must remain valid for 120 days. Conditional tenders will not be accepted. Tendered rates and amounts must be entered in both figures and words, and quoted rates must be written in ink and be clearly understandable. Incomplete, ambiguous or unfilled bids will be rejected as non-responsive. Non-responsive, non-readable, unsigned and unstamped bids will also be rejected.

If the bid submission deadline falls on an official holiday, the next working day will be the submission deadline. The response period will be calculated exclusively from publication on the PPRA website. Missing required documents or conditions will make a proposal non-responsive.

The procuring agency may reject all bids or proposals at any time before acceptance under Rule 35 of the Punjab Procurement Rules 2014. All other conditions contained in the bidding documents will form part of the contract and proceedings. The electronic procurement process will be governed by the Punjab Procurement Rules 2014, as amended.
