The Office of the Divisional Forest Officer, Afforestation Division Larkana, invites tenders through the e-Pak Acquisition and Disposal System (EPADS) from eligible contractors, companies and firms with relevant registrations and categories under the Sindh Public Procurement Rules 2010, as amended.

Documents and Submission Procedure
Tender documents will be issued upon submission of a written request on the company, firm or contractor's letterhead, accompanied by the owner's CNIC and the non-refundable tender fee paid through a pay order in favour of the Divisional Forest Officer, Afforestation Division Larkana. Original applications and pay orders for each work must be submitted in the office before tender documents are submitted separately through EPADS. Failure to comply will result in rejection of the bid.
Bidding will follow the Single Stage One Envelope procedure under Rule 46(1) of the Sindh Public Procurement Rules 2010, as amended. Bidders must attach all documents required under the Mandatory Evaluation Criteria with the tender documents and the company brochure, and submit them through EPADS at https://portalsindh.eprocure.gov.pk. Hard copies of all documents for each work must also be submitted separately to the Office of the Divisional Forest Officer, Afforestation Division Larkana, before the closing time.
Sealed bids must reach the Office of the Divisional Forest Officer, Afforestation Division Larkana, by 1:30 PM on 25 November 2026. The Procurement Committee will open proposals at 3:00 PM that day in the presence of participating contractors, firms or their authorized representatives.
Tender documents may also be downloaded from EPADS at https://portalsindh.eprocure.gov.pk or the SPPRA Sindh website. The tender fee must be submitted by pay order before submission through EPADS.
Eligibility Criteria

| Registrations | Registration with the Federal Board of Revenue, Sindh Revenue Board and Pakistan Engineering Council is required. PEC registration must be valid through June 2027 in the relevant category and discipline. The bidder must provide FBR and SRB returns for the last three years. |
| Annual financial turnover | Average annual financial turnover during the last five years must be at least equivalent to the cost of the work. |
| Bank statements and balance | Companies and firms must provide bank statements for the last five years and demonstrate a balance of at least 20% of the estimated cost. |
| Low-price bids | If the bid price is more than 15% below the engineer's estimate, rate analysis for every BOQ item must accompany the bid. |
| Bank certificate | A bank statement and the concerned bank's certificate of the bidder's worth must be attached. |
| Affidavit | An affidavit on Rs. 500 e-stamp paper in the name of the company or proprietor must accompany the bid. It must confirm non-involvement in criminal activities, court proceedings or decisions, that the firm is not blacklisted, and that all furnished documents are true and correct. Incorrect or misleading information may result in rejection by the committee. |
Participation and Evaluation Conditions
Owner details must be provided on CNIC or judicial e-stamp paper. A representative nominated by a company or owner must hold an authority letter on judicial e-stamp paper. Only the owner or an authorized person may participate in bidding; other persons may not attend or participate. All original documents must be produced when requested by the Procurement Committee.
Conditional tenders and bids with unenclosed, enveloped or without 5% Security Deposit will not be entertained. Proposals will be evaluated against the eligibility criteria. Bids must comply with every mandatory qualification requirement in the Notice Inviting Tenders and attached tender documents. Otherwise, they will be declared non-responsive or rejected and will not be eligible for further evaluation. Mandatory Evaluation Criteria take priority, and failure to meet any clause will result in rejection or disqualification.
Unsuccessful bidders' bid security will be released once the contract has been signed with the successful bidder. The total bid amount and all item rates must be entered in both figures and words; otherwise, the tender may be summarily rejected.
If the scheduled opening date is declared a public holiday by the government, submission and opening will take place on the next official working day at the same scheduled times. The procuring agency may reject any or all bids under the relevant provisions of the Sindh Public Procurement Rules 2010.
