Fatima Jinnah Women University Furniture and Fixtures Tender for Campus I and II, Rawalpindi

Fatima Jinnah Women University (FJWU), The Mall, Rawalpindi, invites electronic bids for the procurement of furniture and fixtures for Campus I and Campus II. Contracts will be awarded separately for each lot under the single-stage, two-envelope procedure.

Eligibility: Interested bidders must be registered with the relevant registration authorities and tax departments for income tax, sales tax and Punjab sales tax, and must be active tax filers. Bids are invited from firms, companies, sole proprietors and general-order suppliers.

Pricing and validity: Prices must be quoted in Pakistani rupees, inclusive of GST, and clearly indicated wherever applicable. Quoted prices must remain valid for 90 days, extendable for another 30 days.

Bid security: Each lot requires bid security equal to 2% of its estimated cost. The security must be submitted or transferred online through the Punjab e-Procurement System in collaboration with the Bank of Punjab. Bids without the required earnest money, or with an amount below the prescribed lot-wise security, will not be entertained. The university's FTN is 9020016-0.

Submission procedure: Submit bids separately for each lot through the Punjab e-Procurement System at https://ep.punjab.gov.pk. Complete bids and bid security must be submitted online according to the system's procedures. Offers sent by mail, courier or hand, or received after the submission deadline, will be rejected.

Bidders should upload their bids well before the deadline rather than waiting until the final date and time. Submission through the portal is solely the bidder's responsibility, and FJWU will not be responsible for issues arising during submission.

Pre-bid meeting: A meeting will be held on 10 November 2026 at 11:00 a.m. at the FJWU Purchase Office.

Submission deadline and opening: Electronic bids must be submitted by 20 November 2026 at 11:00 a.m. Bids will be opened the same day at 11:30 a.m. Bids received after 11:00 a.m. will not be accepted. If the final submission date falls on an official or local holiday, the next working day will automatically become the bid-opening date.

Evaluation: Evaluation will follow Rule 38-A of PPRA 2014. The technically compliant and lowest evaluated bid will be accepted, with evaluation based on lot-wise assessment.

The university may reject all bids or proposals at any time before acceptance. Upon request, it will communicate the grounds for rejection to a bidder or proposer, without being required to justify those grounds.
