Fatima Jinnah Women University Machinery and Equipment Tender 2026–2027, Rawalpindi

Fatima Jinnah Women University (FJWU), The Mall, Rawalpindi, invites sealed electronic bids for the lot-wise procurement of machinery and equipment for Campus I, Campus II and the FJWU Hostel for 2026–2027. The procurement covers other machinery and equipment for the campuses and Hostel Office under Annexure A.

Eligibility and Bid Conditions

Bidding is open to firms, companies, sole proprietors and general order suppliers. All interested bidders must be registered with the relevant registration authorities and tax departments, including Income Tax, Sales Tax and Punjab Sales Tax authorities, and must be active tax filers.

Prices must be quoted in Pakistani rupees, with GST shown separately where applicable. Offers must remain valid for 90 days, extendable by a further 30 days.

Bidders must submit a separate electronic bid for each lot. Contracts will be awarded separately for each lot, and bids will be received through the single-stage, two-envelope procedure. Evaluation will also be conducted lot-wise.

Bid security equal to 3% of the total estimated price of each lot must be submitted online through the established e-Procurement System in collaboration with the Bank of Punjab. Bids without the required earnest money, or with less than the required amount for the relevant lot, will not be entertained. The university's FTN is 9020016-0.

The university may reject all electronic bids or proposals at any time before acceptance. Upon request, it will communicate the grounds for rejection to a bidder without being required to justify those grounds.

Submission Procedure and Tender Documents

Complete electronic bids must be submitted through the Punjab e-Procurement System at https://epp.punjab.gov.pk. Bidders are advised to upload their bids well before the deadline rather than waiting until the final date and time. Submission through the portal is entirely the bidder's responsibility, and FJWU will not be responsible for submission-related issues.

Bids submitted by any method other than the Punjab e-Procurement System, including by mail, courier or hand delivery before the submission deadline, will be rejected.

Bidders may download the documents and participate after publication of the tender notice without paying a tender fee.

Evaluation, Deadline and Opening

Evaluation will be carried out under Rule 38-A of PPRA 2014. The technically compliant, lowest evaluated electronic bid will be accepted.

Interested parties must submit their electronic bids by 1:00 PM on 20 November 2026. Bids will be opened at 1:30 PM on the same day. Bids received after 1:00 PM will be rejected. If the submission date falls on an official or local holiday, the next working day will automatically become the bid-opening date.
