NIPA Lahore Tender for Grocery, Dairy and Meat Supply Framework Agreement 2026–27

The Government of Pakistan, National Institute of Public Administration (NIPA), Lahore, invites electronic bids for an open and closed framework agreement for the procurement of grocery, dairy and meat items. Invitation reference: NIPA-LDD/(STOCK&STORE)/2026, dated 29 October 2026.

Eligible bidders include original manufacturers, authorized distributors and suppliers with their own setup and experience supplying grocery, dairy and meat items to public or government-sector organizations and departments. Firms must be registered with the Income Tax and Sales Tax Departments and appear on the Federal Board of Revenue’s active taxpayers list.

Bidding documents may be downloaded from nipa lahore’s official website, nipalahore.gov.pk, the PPRA website, ppra.org.pk, or the e-Pak Acquisition and Disposal System (e-PADS), eprocure.gov.pk. Documents are also available from the office of the Mess Officer, NIPA Lahore, at 78-Shahrah-e-Quaid-e-Azam, Upper Mall, Lahore.

Completed, signed and stamped bids, fully conforming to the bidding documents, must be submitted electronically through the PPRA website or e-PADS by the deadline. Firms must register on the relevant portal for electronic submission. Manual hard-copy bids, proposals or applications will not be entertained. Certificates relating to the firm’s registration with tax authorities must also be uploaded.

Bidders should upload their bids well before the deadline rather than waiting until the final date or time. Submission through e-PADS is entirely the bidder’s responsibility, and the department will not be responsible for submission-related issues.

The 5% bid security must be deposited with the tender documents as earnest money in the form of a Call Deposit Receipt, Demand Draft or Pay Order issued by a scheduled bank of Pakistan in favour of the Director General, NIPA, Lahore.

Quoted prices must include all applicable taxes. NIPA Lahore will deduct applicable taxes under the prescribed rules. Rates must remain valid for financial year 2026–27, and successful bidders must supply or deliver items at NIPA Lahore according to demand.

NIPA Lahore reserves the right to accept or reject any or all bids in accordance with Rule 45 of the Public Procurement Rules, 2026. Failure to comply with the terms, conditions, specifications or samples, or the supply of substandard items that do not conform to the required specifications or samples, will result in cancellation of the supply order and forfeiture of the bid security.
