PMIU Punjab Tender for Textbook Transportation and Logistics Services

The Programme Monitoring and Implementation Unit (PMIU), Punjab Education Sector Reform Programme (PESRP), School Education Department, Government of Punjab, invites electronic bids from registered transport and logistics firms for transporting textbooks to public schools before the start of the new academic session. Contract reference: DD(PI)/FTBs/2021-22.

Approximately 24.59 million free textbooks and other reading materials are to be transported from the Central Warehouse in Lahore to 131 Tehsil Warehouses across Punjab. The assignment requires approximately 600–650 containerized trucks with loading capacities of 30 tonnes, 25 tonnes, 12.5 tonnes and 8 tonnes, according to requirements, equipped with tracking systems.

The logistics firm will be responsible for loading books at the Central Warehouse, located at 35-KM, Nabi Bakhsh, Ferozepur Road, Lahore, or another location within Lahore district, and unloading them at the Tehsil Warehouses. Eligible firms must own at least 50 containerized trucks, subject to verification by the Excise and Taxation Department, and have the capacity to transport textbooks throughout Punjab.

The complete bidding document will be available electronically through the Punjab e-Procurement System prescribed by PPRA and may also be accessed through the PMIU-PESRP website. Selection will follow the Single-Stage, Two-Envelope bidding procedure under the Punjab Procurement Rules, 2014, and the eligibility and evaluation criteria in the bidding document. The initial contract period is one year and may be extended by mutual consent subject to satisfactory performance.

The estimated cost is Rs. 60 million. Bid security of 2% of the estimated cost, amounting to Rs. 1,200,000, must be submitted as a CDR from a scheduled bank in favour of the Programme Director, PMIU-PESRP, and attached or uploaded with the technical bid through the Punjab e-Procurement System portal.

Bids must be submitted through the Punjab e-Procurement System, EPADS-Punjab, by 23 November 2026 before 11:00 a.m. Bids submitted outside EPADS-Punjab will not be accepted. Bids will be opened on the same day at 11:30 a.m. in the presence of interested companies or firms, or their authorized representatives who wish to attend.
