QMMB Karachi Consultancy Tender for Renovation of Quaid’s Museum

The Quaid-i-Azam Mazar Management Board (QMMB), Karachi, under the Government of Pakistan’s National Heritage & Culture Division, invites online proposals through EPADS v2.0 from reputable, eligible consultants and firms for consultancy services for the renovation and revamping of Aiwan-e-Nawadrat-e-Quaid-i-Azam (Quaid’s Museum), Karachi. Interested consultants and firms must be registered on EPADS v2.0.

Consultants will be procured through the Quality and Cost Based Selection (QCBS) method under the Single Stage–Two Envelope (SSTE) bidding procedure, in accordance with the Public Procurement Rules, 2026, and other regulations and instructions issued by PPRA from time to time. Bidders will be post-qualified on the basis of information submitted in their technical proposals.

The RFP documents may be downloaded free of charge from https://eprocure.gov.pk and the PPRA website at www.ppra.org.pk.

Technical and financial proposals must be prepared in accordance with the RFP e-bidding documents and submitted through EPADS v2.0 by the deadline. Manual submission of RFPs will not be accepted.

All proposals must be accompanied by the required bid security in the form of a pay order. The hard copy of the bid security pay order and one hard copy of the technical proposal must reach the Office of the Resident Engineer, Quaid-i-Azam Mazar Management Board, before the bid submission deadline. Failure to meet this requirement will result in the bid not being entertained.

Submission of documents confirms that the consultant is fully conversant with the scope of work and the terms and conditions of the RFP. Proposals received after the prescribed date and time will be rejected. Partial, incomplete and conditional bids will not be considered. Bidders providing fake, forged, unsubstantiated or false information will be liable to legal action, including disqualification and blacklisting.

Financial proposals will be opened only for technically responsive and qualified firms. The financial opening date and time will be determined and communicated later.

All applicable federal and provincial taxes, including Income Tax, Sales Tax and Sindh Services Tax, must be included in the financial proposal. Taxes must be built into the quoted rates rather than shown separately.

QMMB reserves the right to reject any or all bids under PPRA Rules. Its decision will be final and binding on all bidders. QMMB will not entertain claims for costs incurred in preparing or submitting bids.

Under Rule 65 of the Public Procurement Rules, 2026, a Grievance Redressal Committee (GRC) has been notified for this procurement. The notification is available on EPADS v2.0.
